Error codes for --create-project
Error Code 200 - A target locale that is specified in your project definition xml file is invalid. The values here must use Java's support for ISO-639 and ISO-3166 standards, with 2 lowercase letters for the language, 2 uppercase letters for the country, and an optional variant string, all separated by underscores.
